On July 13,
2007, the Idaho Commission on Aging welcomed Administrator Kim
Wherry Toryanski. Governor C. L. "Butch" Otter made the
appointment, which was confirmed by the Idaho Senate on February 20,
2008. Prior to joining the Commission, Kim was in
private law practice in Boise where she operated her own firm for
nine years. She has advised individuals, businesses, and governmental entities,
and has decades of litigation experience in Idaho state courts and
federal courts throughout the nation. The major focus of Kim's
private practice was pursuit of workers' pension and employment
benefits under the federal Employee Retirement Income Security Act,
as well as general business and criminal justice. She has
spent nearly half of her 22 years of legal practice vigorously
protecting the rights of vulnerable people in this community.
In addition to her private practice, Kim has been devoted to
assisting Idaho citizens through volunteer efforts such as Idaho
Legal Aid, the Idaho Law Foundation and the U. S. Veterans'
Administration Project Stand-Down for the Homeless.
Earlier
in her career, Kim served as a federal and state prosecutor handling
complex criminal and civil litigation, including health care fraud
and telemarketing fraud cases in which victims often are the elderly
or aged. She served in Washington, D. C. as an attorney with
the U. S. Department of Justice, Criminal Division, and as Majority
Staff Counsel to the U. S. Senate Permanent Subcommittee on
Investigations.
Idaho
statute provides for an administrator of ICOA, to be appointed by the Governor after considering
recommendations from the Commission. The appointment shall be
subject to confirmation by the senate.
Kim's
interest in protecting vulnerable segments of society comes to her
by birth; she is a second generation federal prosecutor who grew up
in Florida, but she is part of a large family with roots in Idaho
going back over 100 years. She is married to attorney and
Idaho Army National Guardsman Mitch Toryanski. They live in
Boise with their two sons and daughter.
